Request For Proposal (RFP) Opportunities SSCB currently does not have any open RFPs. Please check back here frequently, as all RFPs will be published on this page. All RFP opportunities will also be advertised in a local newspaper. All contracts for major service provision, equipment, or materials must be done through a Request For Proposal (RFP) process to ensure that the best possible product is obtained for the best possible price, uniform vendor qualification, fair vendor selection, and no conflict of interest. For each contract opportunity, the requirements, qualification criteria, and assessment guideline will be detailed in the RFP document. Once an RFPs is open, a deadline for receipt of responses is established and the RFP is published on our website and at least once in a local newspaper. Vendors may also be asked in writing to submit a response. All responses received will be kept sealed until the deadline has expired. Immediately following the expiry of the deadline period, all bids will be opened at the same time and a preliminary screening is performed using the qualification criteria. From this preliminary screening, a list of vendors being invited for an interview is developed. During the interviews, each vendor is assessed according to the assessment guideline. Following the interviews a decision is made based on the vendor's conformance with the assessment guideline, as well as the content of the RFP response. If necessary subsequent rounds response assessments and interviews will take place until a decision is made. All Board Members are required to declare an actual or perceived conflict of interest prior to commencement of the RFP process. Those who are in a conflict position are excluded from the process. To date, there have been two RFPs issued by SSCB – one for Internet Gateway/Network Administration and one for Insurance. Both RFPs were advertised 2 weeks in succession in the local newspaper and advertised for a 2 week period on our website. In addition, specific companies were invited via telephone and in writing to respond. For the Internet Gateway/Network Administration RFP, invitees were Rogers, Bell, Group Telecom/360 Networks, Telus, Sprint, Ontario Hydro Telecom, and Internet Lake Simcoe. In the case of the Insurance RFP, invitees were State Farm, Etherington, and Day's. In both cases, a log detailing the chronology of events was kept during the process to document all activities to ensure an open, transparent, and fair selection. A copy of these logs or the RFP documents themselves can be obtained by calling the SSCB office.
